(1) The technical examiner shall carry out the technical examination of the project on the subjects written in rule 14 and submit the report on the technical examination of the project to the center in the format prescribed by the center within the period mentioned in the contract.
(2) In the report according to sub-rule (1), in addition to other things, deficiencies observed during the technical inspection of the project, negligence or irregularity during the execution of the project by the relevant project head or employees, malicious acts or errors committed by him or unmaintained quality of the project or prevalent during the execution of the project. If any matter that should be followed according to the law is not followed, it should also be disclosed.
(3) From the report according to sub-rule (1), there is negligence, irregularity or scandalous act or error in any project, the quality that should be maintained is not maintained or any matter that should be followed according to the prevailing law during the implementation of the project is not followed. If there are grounds and reasons for suspecting corruption based on the cost figures, the center should send a written report to the relevant agency for further action in this regard.
